Is true but is cruel

It means "Please remove the ovaries and uterus of (a female animal)...to prevent a domestic animal that is wandering at large or is lost". In chinese it means "请切除卵巢...防止迷路者". Is true in the sense that you may seeing a lot of animal wandering around and dying in the road of accident and their body spare parts is horribly splashing everywhere. But I still can't accept it.

Everytime i see it while i m driving, i will pray for them R.I.P.
